Later I tried "gparted live cd" at first it did not work either but it did instruct me to use chkdisk and rebbot 2 times. Thanks Perfect Disk! I downloaded the trial of Perfect Disk 10 which took about 15 minutes to defrag the partition and move the file. A recent hardware or software change might have caused this.
